The 4th International Conference on Cultural Policy (iccpr) was held
from 12 to 16 July 2006 in Vienna , Austria . More than 400 participants
from 52 countries met to talk about trends, practices, instruments and
schemes in the field of cultural policy.
As with the previous conferences, our aim was to improve the quality
and credibility of cultural policy research and to help advance the
effectiveness of the iccpr network.
Vibrant discussions und public debate
The conference offered the opportunity to take part in an
international and interdisciplinary review of the status of cultural
policy research worldwide. Participants could hear eminent speakers from
different disciplines dealing with culture and the arts. It seems, this
conference took us one step closer to our goal to interrelate worldwide
cultural policy research in a sustainable way.
Following the numerous positive feedbacks, we, as organizers, have
reached our objectives, to enable a vibrant and manifold expert
discussion. And it was also possible to initiate a public discussion,
hence art and culture and the way it is dealt with concerns us all. Thus
we are very pleased that we could raise the interest of the media for
iccpr. The conference was accompanied by valuable newspaper, online and
radio contributions with several live interviews.

All aspects of cultural policy research
During the conference, 210 reports of
current research findings were presented in 58 parallel abstract
sessions dealing with all aspects of cultural policy research. Many of
them were dedicated issues of the political implications of cultural
policy research and for the first time also the aspect of cultural
participation was presented and discussed.
Furthermore six panel discussions dealing with relevant
cultural policy research topics were held. The discussions turned out to
be lively and well attended debates thanks to our renowned speakers, as
well as prominent moderators which were Franco Bianchini, Mercedes
Echerer, Oliver Bennett, Albrecht Goeschl, Milena Dragicevic-Sesic
or Mark Schuster. Topics of high interest were for example “The Turkish
cultural policy and its role in the European accession negotiations”,
“The role of multinational institutions like UNESCO or the European
Council in the cultural transfer”, or “The relationship between
politicians and scientists”. This platform of information exchange
certainly proved of value. Within this framework also fundamental
questions like the objectiveness of science or controversies between
basic and applied researchers were raised.
CPR-Award 2006
At the closing of the conference the
Cultural Policy Research Award (CPRA), funded by the European Cultural
Foundation and the Stiftelsen Riksbankens Jubileumsfond, was awarded to
Marcello M. Mariani from the University of Bologna, Italy, for the
proposed research project “Live Classical Music Organisations in Europe:
an international comparison of financial, corporate governance and
organisational structures”. Congratulations to the young laureate!
Looking ahead – iccpr 2008
In his closing statement Per Mangset from the Telemark
University of Bø invited the participants to think about the next iccpr
conference in 2008. Proposals to organise the conference from all over
the world are highly welcome.
